Basic needs - include two elements: the minimum consumption needs of a family (i.e., adequate food, shelter and clothing, as well as certain household furniture and equipment); and essential services provided by and for the community at large, such as safe water, sanitation, public transport and health care, education, and cultural facilities. Furthermore, in rural areas, basic needs also include land, agricultural tools, and access to farming.
